Here are some of the ways I have heard to say someone is not the most intelligent person in the world:
As sharp as a bowling ball
As sharp as a sack of wet mice
Not the sharpest tool in the shed
Not the sharpest tool in the drawer
Not the sharpest knife in the block
One oar in the water
One wheel in the sand
One brick short of a load
Not playing with a full deck
Elevator doesn't go all the way to the top
As bright as a two watt bulb
High speed
Dumb as a post
He's a rock
A bottle short of a six pack
He's got the six pack, but he's missing the little plastic thingy that holds it together
If he gave his two cents worth, he'd be broke
And my personal favorite... Not the brightest bulb in the marquee
