INCOMPLETE APPLICATION - THIS IS NOT AN OPERATING PERMIT
do not hand it to Officer Smith and tell me your car is registered. I assure you I will point out the aforementioned BIG BOLD LETTERS and tell you to try again.
When you get your registration renewal reminder in the State of California, it will tell you everything you need to do to register your car. If it says you need a smog check and proof of insurance along with the fees, simply paying the fees does not magically make your car registered and legal to drive.
Fees paid does not a registered vehicle make...
